A rookie Dallas Police officer recently made an embarrassing error during a Dallas traffic citation. The officer pulled the driver over for an illegal U-turn but also charged the driver with Failure to Speak English.
Federal law does exist that Commercial Driver must be able to speak English. Dallas City Code states, taxi cab drivers must be able to speak English. However, no law exist in Dallas stating that driver of non commercial vehicles are obligated to speak English.
The chief of police for Dallas states that during the last three years more than three dozen tickets have been filed by Dallas officers with this charge. Despite the rookie officer being supervised by a senior police captain no correction on the ticket was made.
In this circumstance it seems that even the Dallas Police did not understand the Dallas Traffic Ticket Laws. The Department spokesperson has stated that this was an honest mistake, but recognized there is no excuse for such behavior.
